Effective October 1, 2003, North Carolina enacted a new law authorizing holders
of Federal Basic Bonded Winery and Bonded Wine Cellar permits, located within
and outside this state, to obtain a Wine Shipper Permit. Wine Shippers are
authorized to ship not more than 2 cases of wine (18 liters) per month to any
one individual purchaser. These shipments must be for personal use only and not
for resale. All shipments must be made through an approved Common Carrier
(view list of approved common carriers).
It is the responsibility of the carrier to obtain approval from the Commission.
We advise all wine shipper permittees to notify their prospective common
carrier that they must be approved by the Commission prior to making any
deliveries.
Bonded Wineries and Wine cellars must complete a Wine Shipper Permit Application
(download application and instructions below), and submit the required
documents. No fee is required.
Along with the required permit information each Wine Shipper must submit a Brand
Listing (download form below) indicating all brands that will be
sold. This form must be amended accordingly to add or remove brands so that the
Commission has an updated list of brands being shipped.
Quarterly Reports (download form below) must also be completed
and submitted to the Commission by January 15, April 15, July 15, and October
15.
